In return, we get less exposure to supply shocks, which is obviously good for national security. Having a consistent supply and pricing of these metals would also be good for US manufacturers. And good for US consumers who benefit from reduced supply shock induced inflation.

I think that for single digit billions in initial investment we could set up a metals reserve modeled on the SPR. It would buy low and sell high and own assets that tend to appreciate over time. In the case of the SPR this positive carry has largely offset the storage costs.

It’s kind of strange that we don’t have a real strategic metals reserve. The strategic petroleum reserve seems to have been pretty successful and surprisingly not very costly. In a post-oil world, we should probably have something similar for metals needed for electrification.

Idea. Designate blocks of not currently protected Federal lands in high sun/low water areas (CA/NV/AZ/NM/TX) as exempt from environmental review for solar projects. Connect together and to CA and TX grids using freeway right of way. Sell leases and fund sovereign wealth fund.
