No one would have a problem if the same police officers patrolling the forest looking for hikers. patrolled the same forest looking for people smoking. $25K fine for campfires or smoking cigs in the forest is pretty reasonable during these dry conditions.

In 2014 TH was bought and merged with Burger King, with backing from a Brazilian investment firm called 3G Capital. For years they've almost exclusively hired only foreigners. So, Tim Hortons is neither Canadian-owned, nor employing real Canadians.
