Not a new conclusion but worth reiterating: sustaining #behaviorchange and building new #habits at scale is not easy. Need constant innovation on the demand-side. 4/n

3. Wide spatial variation in progress, across & b/w states. 🙁 4. Substantial gains in regular toilet use 2014-19 have slowed, reversing in many states, particularly marginalized HH. 😞3/n

Four conclusions. 1. An enormous expansion of toilets during the program period with near- universal "coverage". 🎉 2. Significant increase in regular toilet use, particularly w/ poor & socially disadvantaged. 🎖️2/n

Talk about a program at #scale - building sanitation infrastructure & enabling behavior change in a country of 1.4 BILLION. Did it work? @YaleRISE founder @mushfiq_econ & co-authors Urmila Chatterjee, Juan Munoz and @imansen2 carefully assemble multiple data sets to answer. 1/n

So which is better? That well-worn answer: it depends. Bundled = faster connections but unbundled = longer-term quality which may reduce maintenance costs down the line. More discussions in the article. 7/n

3. Monitoring kind of mattered: randomized ex-post monitoring improved construction quality at AfDB sites but not WB sites. 6/n

2. BUT unbundled contracts & inspections had advantages: on-the-ground construction quality was 0.6 std. dev. higher at World Bank sites. 5/n

Results? 1. Flexibility afforded by the bundled contracts had benefits - households are connected to electricity on avg. 16 MONTHS sooner than households in WB villages. 4/n

Kenya's nationwide mass electrification project provided a way to study this: dozens of private sector contracts awarded, financed , in large part, by the African Development Bank (AfDB) and the World Bank (WB). Contracts for AfDB sites were bundled, WB unbundled. 3/n

Billions are spent: the World Bank alone financed more than $185 billion in goods & services between 2000-2022, yet little research exists on the type of contract: bundled "design & build" or unbundled "design-bid-build?"? 2/n
