Alternatives were considered & 2A delivered the most benefits for the network, and at lower costs. It enabled regeneration and benefits across Northwest England and potential through services off the network to North Wales etc. Don't throw the baby out with the bathwater! (2)

Quite mad to suggest building Birmingham-Manchester after Northern Powerhouse Rail. Government already holds powers to build Birmingham-Crewe and it has a largely developed plan for Crewe-Manchester. In contrast, NPR has nothing beyond aspiration.

Am all for best value and ensuring schemes arenโt gold plated but we really must sort out how we deliver infrastructure across the U.K. Business cases BCRs arenโt the be-all and end-all.
