NEW: Judge Gordon orders Nevada gaming regulators and intervenor Nevada Resort Association to respond to Kalshi's emergency motion for stay pending appeal by Dec. 8th. Kalshi will have until Dec. 12th to file its reply brief in further support of its motion for a stay.
