Tough R&D needs incentives: financial or existential. If not financial, then it soon becomes existential. We have been slaves before, because the other guy had guns while we were comfortable with our swords. Tough R&D doesn't drop from the skies to those who are comfortable.

The toughest R&D in any prod devel is not to build the first product. Bringing the rocket to the launch pad, aircraft to flight line etc. are great achievements, but less than 10% of the R&D. The toughest R&D is building high volumes with high quality.
