The bill also allows this Water Development Council to access a state fund containing at least $150 million for Bear River Development, conceivably allowing them to purchase Bear River damsites or water rights for the project before the public learns about such acquisition.

This means the Council can meet secretly, prepare meeting minutes, or share records with reporters and the public. Conversations about funding contractors, evading regulations and avoiding public scrutiny could all occur in these meetings and the public will never know.

SB 211 creates a Water Development Council. This Council will advance upstream diversions of GSL waters while preventing the public from knowing because the entity is exempt from both the Open and Public Meetings Act and the Government Records Access and Management Act.

SB 211 is a disastrous new bill for the Great Salt Lake. Contact the Senators on the Senate Natural Resources, Agriculture, and Environmental Committee, and tell them to vote "NO" on SB 211.
