For an effective rotation I recommend the Movement(W,A,S,D) tactic implemented by Ubisoft (movement=Spread Increase). (stand 2m from a wall and move with W,A,S,D to increase the Spread while shooting the Rotation.)
This should help you when creating a Rotation.

Normally u got the VIP/Attendee charm and skin.. why not now ?

I Redeemed the SI24 Attendee Bundle Code and still missing the Frost Operator card and also Redeemed the SI 24 Player/VIP code and did not recived my R4C SI24 Skin and the rest included in the Bundle..

The Shotguns are still the same( DMG and Spread wise without the Laser).

I suspect that Ubisoft's content director for R6S Alexander Karpazis cut the budget to have more money for the anti-cheat, as this costs a lot of money. In addition, Ubisoft has already cut several positions in content creation in the last 6 months.
