Essentially the easiest thing he could do is give all his students Satisfactory, and he said that wasn't the appropriate thing for him to do.

I asked him why he gave his students U's. He didn't want to talk openly about it before he spoke to the chair because he was worried about the trouble he could get in. ("Good", someone exclaims.).
