If 66% of the validators will not sign specific blocks. block builders / relayers who propose blocks with sanctioned tx's are less likely to be included, meaning these block builders will lose money, making the inclusion of such TX's economically inviable.

As MEV is becoming even more important in PoS Ethereum, Flashbots is about to release mev-boost, a neutral middleware that allows any builder to openly compete in making the best blocks. This is great for validators, staking pools, and Ethereum itself.

By the current OFAC implementation this is not simply sanctioned addresses, or those who previously interacted with t0rnado. This could very quickly become a major part of the Ethereum ecosystem.
the only basis for censoring non-TC addresses is assuming that everyone who was a TC depositor on the sanctions date is part of an "entity" and therefore when ETH is withdrawn from TC to a certain address, that entity also owns the crypto in that address . absurd, of course.

U.S. validators (which includes very powerful Coinbase) are gonna push for protocol-level censorship. They can't self-help by merely avoiding facilitation of blocks containing U.S.-sanctioned txs, because under certain conditions they might be dramatically slashed from doing so.
