My lean now is that Powell doesn't send a smoke signal either way about September, but instead makes a speech almost entirely focused on the Fed as an independent institution, and the ongoing challenge (in largely generic terms) to meet the basic two-sided mandate. Snoozefest.

Simple view: if CPI is benign we're going to get some very frothy action, and one booster rocket to that outcome would be a pretty hefty short squeeze in 10 Year treasuries.

Market does not seem concerned at all about the next couple of CPI prints, with the next one coming Wednesday, August 13. Considerations: market has mind of its own these days, seems untroubled by just about everything. And so maybe the market already has it right.
