In negotiation tactics this is called 'anchoring': you never get far from the starting point.
It's pretty obvious that the “peace plan” was written and launched by the Kremlin. The fact that the Europeans accepted it as a basis for negotiation instead of countering it with their own plan is a serious mistake.
