How does the exemption for some businesses work? They still charge the deposit, but don't have to give the deposit back, and some of their waste gets taken away by the customer.

Hope so, it's a pain to track where our waste goes for recycling. I think companies like Beauparc only sort and sell on recycled materials and assume it goes abroad for processing, if not used for energy recovery (incineration). Not sure if plastics are processed here.
