It's a lot easier for Iran to bomb every water desalination plant in the Gulf states and Israel, effectively destroying those societies permanently since they rely on those plants for ~50%+ of drinking water, than it is for the U.S. and Israel to bomb all of Iran into rubble.

Iran is a very mountainous country of 93 million people with a land area the size of Alaska. Trying to reduce the entire country to rubble would take years and guarantee reciprocal indiscriminate bombing of the Gulf states' energy infrastructure, meaning no energy recovery.
