@FPapermill70800 @AarhusUni_int Yeah! @SmutClyde is an expert on this, he kniws more. But yes, I also suspect there might be some commercial aspect to it. Although, some are just doing it themselves, editing/reviewing/citing each other in large networks (without a commercial third party).

Why are Luxon & co wading in to have a go at Wellington council before they've even seen the advice they've requested? This govt doesn't seem to understand the point of advice. They assume they know everything already - which frankly, points to how many of them are inexperienced.

To be fair, the last 14 references weren't completely irrelevant. They were gratuitous self-citations for the review's author, Ehsan Kianfar. Whether the paid-for citations were inserted by Kianfar, or by the paper-millers who provided him with the manuscript, remains a mystery.
