I think it would be beneficial to all for @KeenelandJim to explain how Keeneland has "addressed that (CAW) issue in other ways." Because I don't think it's working.

Three tracks can handle working a new plan with CAWs - they have government revenue and sales revenue. Keeneland, KD and CD. The problem with that is KEE and CD were 16%|19% juice and they raised it. KD raised takeout. They increased margins for, and *helped* the CAWs win more

You won’t find a much more convincing argument for a CAW cut-off than this. Of course, this is the result of one group getting the opportunity to bet last. And it will keep getting worse if tracks don’t come up some reasonable and comprehensive guardrails for CAWs.
FEW PEOPLE UNDERSTAND THAT OUR PARIMUTUEL POOLS NO LONGER REFLECT "CROWD WISDOM." The Exacta Payouts for Keeneland R2 on 10-16 were totally manipulated to achieve HEDGING PARITY by CAWS, who made roughly $130,000 on this HEIST. They had nothing to do with Inside Info or Hackers.

Keeneland race 2 I’ve been watching Keeneland racing for over 50 years and exacta and trifecta prices in race 2 are the most questionable I’ve ever seen. Both seem impossibly low by my math and experience. @keenelandracing @KeenelandJim @Shanbisharv

Its heartbreaking to us because its always been considered an elite track both for racing and wagering.

Lynn's Milky Way drops from 8-1 to 3-1 right after the gates open for @keenelandracing's 8th. Yes, you could see the CAWs were on her in the P3 will-pays, but it's still terrible optics for regular customers. This should be unacceptable, but apparently nothing will be done.

If you are a fan of @keenelandracing then you should be letting @KeenelandJim know that ridiculous odds drops like this one in R7 where the winner was 12/1 at the start of the race but only 6/1 when he crossed the wire are a travesty and show a complete disregard for players.
If you didn’t think that late odds drops @keenelandracing could get any worse, you were wrong. In R6, the winner’s odds (#3) were cut in half during the race. It’s time to stop saying you have the problem under control and actually do something to fix it. @KeenelandJim

And let’s not forget the awful late odds drop in the first race today @keenelandracing where the odds on the winner, the #1 horse, plummet from 9/2 to 3/1 after the gates open. It’s time to follow the NYRA, DMR, and SA lead and cut off CAWs at 2MTO @KeenelandJim

Thanks Craig. Tracks do an inadequate job of ensuring accuracy in their timing data and you have cleaned up their mess for years. You sir are a true friend of the horseplayers. An Eclipse award for lifetime contribution to racing is hopefully in your future.
Geek alert... Timing tutorial and how I confirmed the Champagne was timed correctly from start to finish. I'm using the Discovery, R2 on the card, for comparison. Nobody is questioning the times of that race. I begin by noting when the winner hits the finish as displayed below:

Three people max might care about this, but I expect better from a top circuit like @TheNYRA : R7 Thu, 1 1/16m, outer turf, rail at 9 feet, run listed as 140 feet. R5 and 8 Fri, 1 1/16m, outer turf, rail at 9 feet, run up listed as 170 feet. The gate is in the SAME PLACE.
