Some added context: A committee can't release funding when they don't have the authority to because the bill containing the plan for distribution was vetoed. Sen. Smith forgets to add that if JFC "released the money anyway", they would be acting outside of their legal bounds.

Rising carjacking numbers in WI are unacceptable. I am happy to report that a majority of my colleagues agree. My bill to address this rise passed on the Assembly Floor yesterday with strong bipartisan support! The bill now heads to the Governor's desk for his approval.
