2/ Effectively, a critic of Israel would be considered as breaking the law under this proposed amendment. That is how I interpret the change - Am I correct in the interpretation?

1/ Had a look at the proposed amendments to the Criminal Code Act 1995. The amendment proposed lower the bar from "reasonable person" to "reasonable person distinguished by race, religion, or NATIONALITY. The incitement clause deletes the requirement of race hatred.
