             The government should've established VBUs as local aggregation & processing facilities not production. This would in turn stimulated production of the idle land already in existence.              Community gardens have been around for over two decades - popularized by NGOs in the protracted relief era. They're demonstrations plots, seed systems and fallback schemes. Very few have succeeded as commercially viable enterprises due to scale and obvious social capital issues.
