Since 2020, when SHEEO first started collecting performance-based funding (PBF) data, inflation-adjusted per-student PBF for two-year institutions increased 86.1% and 25.4% for four-year institutions. Learn more at

In FY 2022, the percentage of revenue allocated to higher education was 5.0%. This is a 0.2 percentage point decrease from 2021 and a decline of 3.7 percentage points from 1980, the start of the SHEF collection. See more about state effort and capacity on our SHEF website. (2/3).
