George is right. Killing random civilians to spread a political message is terrorism. FBI classifies it as domestic terrorism, but "white terrorism" is more precise. Many of the killers are lone-wolf losers indoctrinated to hate through the internet, just like Islamic terrorists.

We do not vote or take polls to decide who goes to jail. Prosecutors consider charges only if credible witnesses and admissible evidence make it likely that an unbiased judge and 100% of jurors will agree beyond any reasonable doubt. It is an important protection against tyranny.
