The way it organized battle that, by all accounts, did not matter. The Paper Pleasers WANTED it, to break their cycle under Jaune.
Ruby didn't fight because that's how she sees every other battle - pointless.

Yes he's a supporting character in comparison, and he's not Team RWBY, but he's a character foil for Ruby for a reason.
