The new American confederacy tried to forge a peace agreement with the USA. They never planned to overthrow the federal government but to be a trade partner with it.

@RepMikeCollins Carter signed this congressional action for Davis, as Ford did for a similar one for Robert E. Lee, and previous presidents had done for others, but it was not presidential signatures or approval which restored citizenships. The congressional actions took effect when passed.
