@rashtrapatibhvn @jhar_governor The governor has special powers under the 5th Schedule but he refuses to perform his duties under the Constitution. He has not acted on the order of the Hon'ble High Court to frame Rules under PESA 1996 nor has he amended JPRA 2001 in line with it.

It may be recalled that one judgment of the Manipur High Court in 2023 sparked riots that led to arson and looting and armed clashes. .

. PESA 1996 has also been rendered infructuous and meaningless. .

. This could also lead to alienation of tribal land by non-tribals who could also use this route to get hold of tribal land by marrying tribal girls because CNT act 1908 and SPT Acts 1949 have prevented land alienation so far. Article 13(3)(a) is also now no longer applicable. .

. Tribals in NorthEast follow matrilineal inheritance while rest of tribals in India follow a patrilineal inheritance. The SC decision is likely to upset the tribal inheritance pattern followed till now and create havoc and unrest. Reference maybe made by the President to the SC.

He is mistaken because in the 5th Schedule he has power far exceeding that of the Chief Minister in Sch. Areas and if he fails to excercise his power he will be held responsible if he fails to act.

It held that the ministers are responsible for violation of tribal rights in Sch.Areas because officers only carry out decisions taken by ministers. Maxim: "Principal liable for acts of agent". U/s 87 of the above Act the Head of Department is liable to be proceeded against and punished.

@dir_ed @CBIHeadquarters . (Cont.)Similarly Ratu Road elevated Corridor was started by NHAI in Nov. 2021 and would be complete by May 2025 in 4 yrs. No buildings on road side demolished.Unlike, KantaToli flyover (JUIDCO)where max. buildings have been demolished & max land acquired in 7 yrs.

. This has made it very difficult for the inmates of the house to go in or come out. The vehicle parked in front of the house now is stuck. It appears that JUIDCO is trying to teach us a lesson while it has utter disregard for law and humanity.

Due to rain on 9 June 2025 water accumulated in the area in the night because the culvert has yet to be completed which is obstructing flow of water. When the culvert is incomplete there is no need to construct the 'service road' in such haste in the night.

On 4th June 2025 my 'acquired' land was dug up in front of my house. On 8th June in midnight bulldozers were used to make 'service road' disturbing our sleep with loud noises at a dangerously high level. Violating the norms set by Environment Protection Act 1986.

@dir_ed @CBIHeadquarters The Sirom Toli flyover construction was started in Dec.11 2024 and inagurated on 5 June 2025. The Kantatoli Flyover was started in Aug. 2018 but has not been completed till June 2025. 7 years! Pl.inquire.

@jhar_governor @CBIHeadquarters As per Sec.15 of Land Acquisition Act 2013 the DC has to send report to Government and u/s 19(1) Final Declaration is to be issued by the Secretary to the Government or a person authorised by him. But Final Declaration was issued by the DC without authorization. Pl. Inquire.
