[5/7] The estimates suggest that the imposition of a secrecy order lowers the arrival of follow-on inventions by 40 percent during the period of the secrecy order, relative to the baseline of no secrecy orders.

[4/7] The empirical analysis relies on a two-level matching approach, estimating regression models on a carefully selected subsample of control group observations. We use patent citations and text-based measures to track follow-on inventions.

[3/7] We have identified more than 2,000 patents that were subjected to a secrecy over the period 1982 to 2000. Subsequently, these secrecy orders were rescinded by the Commissioner of Patents, allowing us to investigate the impact of disclosure on follow-on invention.

[2/7] Our approach leverages the Invention Secrecy Act of 1951, which empowers the U.S. Commissioner of Patents with the authority to withhold the publication of patent documents posing a threat to national security.
