Baltimore ended the first half of 2022 with 179 homicides, the worst first half of a year on record (since 1970). Baltimore just ended the first half of 2025 with 68 homicides, which is the fewest on record. That’s a 62 percent drop from 2022-2025

I'm on a full tuition scholarship at UM. If my scholarship was included in this rule, then I would have to pay nearly $22,000, out of pocket, to complete my planned degree, or I would have to drop two of my majors, undoing 42 credit hours (~2,200 hours of work).
