Which is not to say outsourcing and design-build are all bad. There are real efficiencies and advantages. Alviti is not wrong that the previous system - which also failed to maintain the bridge - was a mess. But there are tradeoffs DOTs refuse to acknowledge

The system transfers risk - the risk something goes wrong - from the state to contractor. But the contractor requires compensation to take that risk. Infrastructure costs in the US are going up. And the state loses oversight/planning capacity

Much is written as if this is a problem, a flaw, a bug in the current system. That’s wrong. The very object of the consulting and contracting process is to have a place for blame.

Pieces of the Washington Bridge will be sent to this huge smelly landfill in my hometown of Fostoria, Ohio (two miles down the road from my mother) due to having come into contact with contaminated sediment at the bottom of the Seekonk River. Small world.
