I find it strange to our known laid down procedures for creating a new District. This unpalatable and provoking proposal begs for a District resolution and the Minister of Local Government attaches to motion for Parliament to process it, otherwise its a joke.
Hon. Nyakecho has moved to present an amendment to the motion.to allow for alteration of boundaries of Tororo District to create two new districts of West Budama County and Tororo County. She says that this will see Nagongera elected to a Municipality #PlenaryUg.

The debate should not be on the comparison which is obviously obvious, courts martial is military requiring the appreciation and application of martial law to civilians who come into conflict with it . Don’t try to equate courts martial with civil courts , do clauses 1-84.
