WV has the 4th highest poverty rate and the lowest median income in the country. We have by far, the lowest labor force participation rate. We balanced our budget by cutting higher ed, despite the having the lowest level of education.

It's disconcerting to hear rhetoric describing education funding as transactional. Education is a public good. We all benefit when we educate our children, regardless of whether or not you pay taxes, or have children yourself, or went to public schools.

One reason for the decade of higher education cuts? With a healthy budget surplus, WV enacted a series of tax cuts. When the promised economic growth never materialized, and the surpluses evaporated, WV turned to cutting higher education to make up for the loss.

WV's official child poverty rate for 2022 was 25.0%, the second highest among the 50 states, following MS. 1 in 4 children in WV are living in poverty. WV was the only state to see an increase in child poverty in 2022.

The discussion of WV’s low labor force participation rate misses the point. You have to be in the labor force to collect unemployment insurance. Cutting the number of weeks won’t affect those workers because they aren’t getting UI at all.
