Texas and Tennessee and I believe Indiana and two other states as well , have laws that require insurers to apply cash pay to deductibles when you present them with the bills

In May, President Donald Trump signed an EO to combat high drug prices. The president is correct to seek to lower drug prices, as the U.S. has the world’s highest drug prices compared to other developed countries. The President should also consider reforming the 340B Program.

Nonprofit hospitals do provide more charity care in Texas, but barely, and the difference is marginal, despite the huge tax breaks they receive. For-profit hospitals pay property, income, and sales tax. Nonprofits do not. Yet, you would expect NP hospitals to provide more
Nonprofit hospitals were meant to serve the poor — but today they give a smaller percentage of charity care than for-profit hospitals. At the same time they're costing taxpayers $37B a year. Half of that would go to state and local budgets that are already getting squeezed.
