Only promotion subsidies improve both fertility and earnings.Firms under-promote women due to the risk of reduced work hours or labor force exit after childbirth. As fertility is hard to predict, this leads to inefficiently low promotions. Promotion subsidies correct this.

The model reveals a clear trade-off: policies that raise lifetime earnings lower fertility, while those that boost fertility reduce earnings by discouraging women’s employment and increasing job security.

We estimate the model using administrative data from Spain, an ideal setting due to its combination of low fertility and a rigid labor market with limited turnover.

This paper develops and estimates a search and matching model to examine how family-friendly policies impact fertility and labor market outcomes, explicitly considering firms’ decisions.

Fertility rates in high-income countries have declined to remarkably low levels. In response, governments have adopted various family-friendly policies, including flexible work arrangements, parental leave, and childcare subsidies. How effective are these policies?
