as a personal matter i very much would rather this than what we are offered here in america today [no nice apartment, no cheap and readily accessible high culture]
this was a real Soviet thing but not for good reasons. high culture was kind of a domesticated and safe form of aspiration in a system that didn't offer consumer goods. OK you don't have a car or a nice apartment, but you can get cheap tickets to a rachmaninoff concerto
