Vladimir Putin arrives in Delhi today. His visit comes at a precarious moment for India-Russia ties. They’re warm, but fragile-a significant departure from the norm, as the relationship has long been deep and stable. This week for @ForeignPolicy:

I spoke to Vedika Sud at NDTV about the Modi-Putin summit happening here in Delhi today. We discussed the timing, significance, implications, and how it’s being viewed in Washington, among other things. https://t.co/XfGA0mynQe

Bangladesh, India, Maldives, Nepal, and Pakistan have all pledged emergency relief aid to Sri Lanka. It’s a rare and welcome moment of a divided region coming together to help a neighbor in need. Natural disasters, exacerbated by climate change, are a shared regional threat.

Some personal news: I’ve joined the @AtlanticCouncil as Senior Fellow for South Asia. I’ll be leading all of the Council’s activities on the region. I’m very grateful to have the opportunity to build on the Council’s rich legacy of work on South Asia.

I’m quoted in this preview of the upcoming Modi-Putin summit in New Delhi: “Putin’s visit offers an opportunity for Delhi to reassert the strength of its special relationship with Moscow, despite recent developments, and make headway in new arms deals.”

Afghans face discrimination and deportations in Pakistan and Iran, historically the two top destinations for those fleeing Afghanistan, and in Turkey/Europe, increasingly common destinations in more recent years. And now, those in/trying to come to US will face new challenges.

Bottom line: The fact alone that the shooter-who has been living in the US for several years-is an Afghan does not mean that the attack was linked to Afghanistan, given the info that’s known at this point.

Seems premature for Pakistan to link the Natl Guard shooting to its own fight against Afghanistan-linked terrorism. There’s no indication to this point that the shooter had links to a terrorist group, whether Afg-based or elsewhere. And he may well have had personal motives.

It has skin in the game (it’s been targeted by TTP several times in recent years) and it has leverage (it has a close alliance w/Pakistan, and the Taliban want its investment). I don’t expect the Taliban to give in to any external pressure on TTP. But Beijing has key advantages.

3 Chinese workers in Tajikistan were killed by a drone attack launched from Afghanistan. TTP now use drone tech. This tragedy is a reminder why in my view China-not Turkey, the UAE, any other GCC state, Iran, or the US-would be the best bet as a mediator in the Afg-Pak crisis:

India has inked a new tech/innovation partnership w/Canada & Australia. This accelerates its reset w/Ottawa & bolsters a relationship w/Canberra in which commercial cooperation lags. Impt step for its ties w/2 key Western partners amid crisis in ties w/US.

Qtd by @soutikBBC on 4 bad options India has re Hasina: 1) Extradition (nonstarter) 2) Do nothing (undesirable given Indian diplomatic interests in post-election BD) 3) Tell Hasina to stay quiet (she won’t) 4) Send her to 3rd country (few takers)

For many, Sheikh Hasina’s death sentence is justice served. But the verdict also exacerbates Bangladesh’s political and internal security challenges as it edges closer to its most high-stakes election in nearly 20 years. Latest for @ForeignPolicy:
