Rather than assuming a monolithic state capitalism model, our findings suggest that ownership outcomes are mediated through subnational state–business relations. State capitalism operates not as a centralized command structure, but through local institutional contexts.

Two structural factors matter in particular: Local governments tend to favor SOEs when the perceived risk of corruption allegations is high. Fiscal pressures increase the likelihood of selecting private firms as a more flexible means of supplementing local fiscal shortfalls.

We examine ownership choices in wind power project permitting,a process that shapes China’s energy transition. Drawing on in-depth fieldwork + a manually constructed project-level dataset of ~3,500 observations , we show that ownership preferences are not fixed but contingent.

I seriously wanted to do behavioral climate policy when I was looking for a dissertation topic back in 2016 as I was so into behavioral and experimental economics. Back then, it was still a niche approach in the climate field. Sadly, my pursuit of this ended by PhD supervisor😹
