Now that you mention this, i don't every see any dogs tied up anymore.. there is always a person with them.. because of this problem I would guess.

A friend in our neighborhood attached her dog's leash to a pole, went into a store, and 15 minutes later dog was gone. People around said someone came 5 min prior and took him. Security cams showed it. Still don't have the dog back. It's very sad for her kids.
