Speed is often the most significant factor in armor penetration. The Tau rail rifle liquefies Terminators mostly because it's throwing slugs at Mach 8 on average. A standard Mass Effect battle rifle likely hits speeds upwards of Mach 25. .
You're a full on moron if you're picking Shep over a Space Marine. ME infantry are firing what would amount to a 9mm in terms of damage to size ratio to a space marine AT BEST. The reason why Tau railguns do as much damage as they do is because it is a MUCH larger projectile

The basic enemy of a Warframe is the Grineer Lancer: super soldiers in their own right who wear this almost foot thick steel and ceramic armor. In the tutorial, you cleave straight through this armor, bisecting the super soldier in it, with a basic sword. That's how they fare.
