Only players can kill civilians, whether it's by shooting civs, shooting an explosive hazard (like a fire extinguisher) or using the laws of gravity.
If cops kill civilians, it's a bug, but it shouldn't happen. (Yes, I am aware how bizarre this sounds out of context.)

Something I wish we could normalize is buying and enjoying smaller indie games that aren't super polished or backed by indie publishers/established big indie studios.
I enjoyed Skautfold games and I enjoyed Dragon Mission. Some good late 2000s indie/fangame vibes.

I spent the last week in Gamescom helping show-off Payday 3 at the booth for players and with the press. We won two awards (Most Entertaining and Best PC game at Gamescom) and had 4 hour long queues (play sessions were 15-30 minutes).
Less than a month until release!
