Also retrofit programs and policies need to think holistically about costs. Instead of focusing on upfront costs alone, cost impacts across rent, maintenance, energy costs, and more were important. See our open access paper for more findings:

Trust between multiple actors was also a crucial factor. Retrofits can be enabled by disseminating knowledge of retrofit programs through trusted communicators.

We found that health and quality of life are motivating factors. While general research on retrofits talks about comfort as a co-benefit, here we find serious health outcomes are motivating. But it can be hard to design programs that deliver on multiple outcomes.

What we found: retrofits that electrify heating and cooling and decrease leakiness can address housing vulnerability but need to be designed fit for purpose.
