It is a shame this is happening to future democracy enthusiasts. In my games, they may not have comms, but that's okay. They can still hear you. I encourage everyone to spread democracy any way they see fit, as long as they spread it liberally!

The reason they ask this is you are giving them the money, and they then use that money and donate it into their name and write it off on their taxes as a donation. Do it enough that they then get tax breaks, and the government pays them for your donation.
