The matchmaker is doing what it's designed to do, and it's definitely not EOMM (at least explicitly) as the sole big bad of matchmaking. BUUUUT it is pretty flawed to not consider other factors, given how they KNOW just how much they influence game outcomes.

If the matchmaker looked at your past few games, understood that you mainly play strategist and occasionally flex to DPS, it should try and silently fill you into 2-2-2 without locking you into that role. At least a little bit of consideration would go a long way :)
