What I can't understand is that if I were sitting on POLs board and they mentioned misuse of WCF I would have told them it was wrong, illegal and you just can't do that. Why is there no one on the board capable of realising that and doing something about it???.

Also a warning to SPMRs who may be tempted to support mutualisation in the future. They won't get the same lack of scrutiny regarding HMG funding.

Confirmation AGAIN that POL routinely misuse the funds provided to them by HMG. In particular the WCF which should be subject to state subsidy rules and was pre-brexit. I raised it with the NAO and EU years ago.
