The Civilian Protection Center of Excellence doesn't exist because of Presidential directives. Its creation was mandated by law -- the bipartisan FY23 NDAA directed its creation and its mandate. It is codified in Title 10 Sec. 184 of US Code.
The center’s leadership was instructed Monday that the Pentagon was moving forward with plans to halt all civilian harm mitigation work,rescinding Biden administration directives and firing or reassigning nearly 170 personnel who advise military leaders.
