If true, this reveals two points. First, the “commandos” here are likely members of the armed forces—IRGC or Artesh—not civilian dissidents. It also shows that defections from the military apparatus could escalate significantly under the right conditions.

Israel’s strikes dealt more than battlefield damage, they targeted the regime’s repression apparatus. Yet Tehran still clings to enrichment ambitions even as it faces mounting internal crises of water and power shortages. Military campaigns may delay the threat, but long-term.

Unlike the SNSC, which includes ministers of foreign affairs, defense, and interior, the Defense Council is dominated by the military. Members include the IRGC and Artesh commanders, Armed Forces General Staff, Khatam HQ, the intelligence minister, and heads of all three.

The Islamic Republic is forming a new Defense Council under Article 176 of its constitution. It operates as a sub-body of the Supreme National Security Council (SNSC) and is intended to accelerate military decision-making and unify command in times of war or heightened threat.
