At best this is suggesting that RR was playing a political game having known that she didn't need to raise taxes to make her budget seem better than it might have been (it was still shite by the way). That behaviour is not befitting public office. Has to go.

What's to stop someone transferring it out of a stocks isa into the bank and then back to a cash ISA. Obviously the yearly limit, but you could cash out 12k per year it seems? Here was me thinking the money I paid into a S+S ISA was mine to do with what I wanted tax free... hmm
