Make it really strict - 5 penalty runs or even a sin-bin/out if persistent. Add to that extreme penalties on the field for slow over rates. Each missed over per hour (live) adding the highest scoring over of the innings so far or a minimum of 5 runs.

Excellent article by @stephanshemilt for @BBCSport on the @cricketworldcup I’d like to see 50 overs tweaked a bit & liked the idea of no fielding/bowling restrictions. Perhaps a 2 innings approach. 25 overs/innings. Striker backing up should be checked with the no ball check.
