"The reality we need to face and actually embrace is that we have to phase out fossil fuels, period." —Wopke Hoekstra, EU climate chief, just made it clear in Dubai that the EU won't settle for fossil fuel "phase down" language in the final #COP28 text. It's "phase out" or bust.
