Someone on the BND production team confirmed the released trailer was rushed in response to the original trailer leaking. That’s why there’s many alternate shots, like the Hand and Boomerang scenes being completely different, and the absence of “New York I Love”.

so caine was created in 1996, Scratch joined in 1999, and Ragatha joined in 2008. Goosworx confirmed that the episodes we see take place in 2017 Kinger has been in the circus for 21 years. Ragatha has been in for almost 10.
