A decade since the pathbreaking Goa Mining case judgment. Mining is slowly restarting. The cap & the Goa Iron Ore Permanent Fund are yet to be finally decided. The environmental damage and widespread illegality is yet to be corrected.

At present, it isn't clear if royalty is a tax, or is it the sale consideration for the mineral extracted. If royalty is a tax, then what do mineral owners receive in exchange for their minerals - remember, some minerals in some places are owned privately. 2/3
