Sadly, the fear that personal information will be misused by third parties or be at risk of being used for surveillance is often very real hence there's always going to be a violent push back against such proposals by revenue authorities.
The inevitable regulatory "thin ice" on which privacy walks uncertainly as more and more businesses contribute to digital economies across Africa. Of course there is need to gain visibility over revenue but first privacy and data governance concerns have to be addressed.

ETHIOPIA: Safaricom ARPU as of 2024 was ~Kshs 240 for Kenya and ~Kshs 215 for Ethiopia. In mobile money Safaricom Ethiopia Mpesa has about one tenth (~4 million) users vs Ethiotel's TeleBirr (~40 million).
In July 2025, Safariom announces it has 50 million customers in Kenya (plus 10 million in Ethiopia), while Airtel Kenya announces it has 24 million customers.
