President Trump is expected to sign the bill that he pressured Republicans to get him before Independence Day.

An earlier proposed 10 year ban on state AI laws is missing from the final bill, meaning an emerging patchwork of unique state AI rules will create duplicate compliance costs and weigh on startups’ competitiveness.

The bill continues the Opportunity Zone investment incentive framework established under the 2017 Tax Cuts and Jobs Act, which startups in rural areas, for example, have used to attract investors and grow startups outside of typical hubs.

The bill makes qualified small business stock tax exclusions permanent and allows them to kick in after 3 years (50%), 4 years (75%), or 5 years (100%). That tax treatment helps startups earn investment and attract early stage employees.

In a highly sought after win for the startup ecosystem, the bill allows startups to immediately deduct the full cost of U.S. based research expenses starting after 2024. A tax change that took effect in 2022 led to precipitously higher tax bills for startups.

Today the House passed Republicans’ sweeping party-line bill, sending it to President Trump’s desk after the Senate narrowly passed it on Tuesday. The bill contains several measures impacting cash flow, talent pools and capital access for startups.

The RESTORE Act, or Realizing Engineering, Science, and Technology Opportunities by Restoring Exclusive Patent Rights Act of 2025 may seem like a push for innovation, but in reality, it poses a serious threat to startups.

The PREVAIL Act, or the Promoting and Respecting Economically Vital American Innovation Leadership Act, is a patent reform bill that has been consistently reintroduced and that Engine continues to oppose due to its potential to undermine startup defenses.
